What is the difference between practice and outcome-based criteria being looked at for the unified standard?

On a high-level, practice-based criteria define best practices that need to be implemented to meet the intent of the standard. On the other hand, outcome-based criteria define outcomes based on desired impacts, then monitoring, evaluating, and recording progress on these outcomes over time. We are still developing with the International Working Group what this will look like for the unified standard.
