Share your feedback on the Policy for Scope and Transaction Certificates and Materials Matter Claims and Labeling Policy

Textile Exchange is launching a public consultation for the drafts of the Policy for Scope and Transaction Certificates and the Materials Matter Claims and Labeling Policy.

This is an opportunity for all stakeholders to share their feedback on the proposed changes in these two important policies in our standards system. These revisions have been made as part of the development of the Materials Matter Standard to ensure alignment with the new standards system.

The Policy for Scope and Transaction Certificates (TE-TXL-POL-203 – V4.0) details criteria and guidance for licensed certification bodies to issue scope and transaction certificates in accordance with any Textile Exchange standard. This policy combines content from the SC Policy (ASR-103-V3.1), TC Policy (ASR-104-V3.1) and section E of the  CCS Certification Procedures (CCS-102-V3.1) into a single policy with all SC-TC criteria. Some key proposed changes include: a redesigned product appendix, replacing consignee with “ship to” along with updated criteria, additional data fields for products on a TC which can be traced through the supply chain, and mandatory multi-standard scope certificates.

Please note, a number of draft supporting documents are open for review alongside the Scope and Transaction Certificate Policy which are linked below, including: Template for Scope Certificates (TXL-TEM-203 – V4.0), Template for Transaction Certificates (TXL-TEM-204 – V4.0), and the Scope and Transaction Certificate Standard Specific Details (TXL-POL-204 – V1.0). 

The Materials Matter Claims and Labeling Policy (MM-POL-301 – V1) provides clear requirements and guidelines for entities looking to communicate about Materials Matter certification and/or Materials Matter Certified products. While there are aspects from the current Standards Claims Policy (TE-301-V1.3) that will remain, the draft Materials Matter Claims and Labeling Policy includes updates on allowed claims language, proposes new claims categories and minimum content percentages, extends the approval process to all claim types, and introduces a centralized claims management system for claims approvals and maintenance. The Materials Matter Standard will be accompanied by a new logo and certification label as part of a comprehensive update to the claims and labeling system. These visuals are still under development and are not included in the current draft policy.
